Rubber usually last's 20+ years. However, it can go bad. Especially if stored in environments with changing temperatures. We prefer to pick up the rails and perform the rubber installation in our shop -- it's glued on, requires curing and the smell can be annoying. More importantly, we cut the 12 degree angle in the corner pockets with a bi-level miter saw with perfect factory precision. We carry all rubber sizes and brands. Typically, we can return the rails within a couple of days. Usually, a re-felting of the entire table is appropriate with newly installed rubber -- re-felting the rails is necessary at a minimum.
